A Note from DEED
The Department of Education and Early Development (DEED) has completed an amendment to the approved Alaska’s State Application for the Every Student Succeeds Act (ESSA), the new federal education law. Alaska must submit an amendment to the State application to the U.S. Department of Education (US ED) to demonstrate compliance with the new law and to access the federal funding provided to implement it. ESSA provides states with greater flexibility than the No Child Left Behind Act it replaces.
Specifically, DEED has to provide the data to ensure that low-income and minority children enrolled in schools assisted with Title I, Part A funds are not served at a disproportionate rate by out-of-field and ineffective teachers. In addition, DEED is updating the inexperienced teacher data for 2017-18.
DEED has been considering input provided by stakeholders during the compilation and analysis of this data through webinars with district personnel. DEED is interested in receiving additional input.
For your convenience, DEED has created a feedback form that addresses the amended section of the application. Prior to completing the feedback form, DEED encourages stakeholders to read the associated application section(s).

A Note from the Commissioner
Dear Alaskans,
The Department of Education and Early Development (DEED) has submitted its state plan to the U.S. Department of Education for how it intends to implement the federal Every Student Succeeds Act (ESSA). I am pleased to submit Alaska’s ESSA plan, which is the culmination of over a year and a half’s worth of hard work and thoughtful conversations about Alaska’s education system. While today’s submission marks a major milestone, it is less a final step than a starting point. Our stakeholders have been key to this process, and these strong partnerships are absolutely critical as we move forward and shift our attention to implementation.
The plan builds off Alaska’s ongoing commitment to ensuring an excellent education for every student every day. DEED is committed to supporting districts in providing a public education system that ensures all students can succeed in their education and work, shape worthwhile and satisfying lives for themselves, exemplify the best values of society, and be effective in improving the character and quality of the world about them.
DEED received more than 4,000 stakeholder comments submitted through online surveys, its ESSA Advisory Committee, discussion groups and webinars, and community conversations. DEED previously released three preliminary drafts of its state plan for public comment before submitting its final plan. The valuable input received was critical to ensuring Alaska’s plan will support the state’s public education mission.
While this application has been shaped by thousands of stakeholder comments and formal stakeholder feedback, we recognize that this is just a part of a much larger conversation about education in Alaska. Moving forward, suggestions from the State Board of Education and the Governor’s office, as well as additional feedback from you, will continue to inform this work.

The Department of Education and Early Development (DEED) has completed the final draft of Alaska’s State Application for the Every Student Succeeds Act (ESSA), the new federal education law. All states must submit State applications to the U.S. Department of Education (US ED) to demonstrate compliance with the new law and to access the federal funding provided to implement it. ESSA provides states with greater flexibility than the No Child Left Behind Act it replaces.
To ensure Alaska’s application takes full advantage of this additional flexibility, and is fully aligned to Alaska’s unique educational needs and priorities, DEED is seeking your input to strengthen its application. The draft to follow has been created by DEED using guidance provided by the US ED and shaped by over 4,000 stakeholder comments provided by nearly 1,000 stakeholders at the more than 40 meetings and conferences conducted across the state over the last year. Additionally, DEED considered the feedback provided by stakeholders on the first and second drafts of Alaska’s State Application for ESSA and suggestions made by the members of the State Board of Education.
For your convenience, DEED has created a feedback form that addresses the various sections of the application. You are invited to comment on the entire application or just the sections that are of interest to you. Prior to completing the feedback form, DEED encourages stakeholders to read the associated application section(s).
DEED will be gathering stakeholder feedback on the final draft application through September 15, 2017.

All states must submit state applications to the U.S. Department of Education to demonstrate compliance with the new law and to access the federal funding provided to implement it. ESSA provides states with greater flexibility than the No Child Left Behind (NCLB) Act it replaces.
To ensure Alaska’s application takes full advantage of this expanded local control, and is fully aligned to Alaska’s unique educational needs and priorities, DEED is seeking your feedback to strengthen its application. The draft has been created by DEED using guidance provided by the U.S. Department of Education and shaped by over 4000 stakeholder comments provided by nearly 1000 stakeholders at the more than 40 meetings and conferences conducted across the state over the last year.
DEED will be gathering stakeholder feedback on this initial draft application through 8:00 PM on May 28, 2017.
